Set Up A New MEP Research Account
The MEP Research program is funded entirely by MOSIS from revenue generated from our commercial customers. All projects charged to MEP Instructional accounts must have no source of funding and are limited to one project per university per academic year.
MEP Research Account Application
To open an account, submit the Application Package. Be sure to include
all items. It will be necessary to submit this application only once.
Request Access to Vendor Documents
MEP Research accounts are opened without access to vendor documents.
Vendors require customer signatures on additional documents before granting access to their proprietary and confidential information.
In addition to vendor-specific documents and forms, every document access request must include the Academic Account Document Access Application.

Research Proposal and Dean's Certification
MOSIS will subsidize the fabrication costs of one chip per university (or per university campus, in the case of state universities with multiple campuses) per academic year, with a chip area not to exceed 16 square millimeters.
Proposals must be submitted at least three (3) weeks before the scheduled run on which the chip is to be fabricated, but no earlier than 12 months before you submit final layout for fabrication, and in PDF format.
Upload the PDF file through the MOSIS Support System.
Proposal Content
Proposals are generally three (3) pages in length but may be longer to completely describe the project, and contain:
- Project description
- Fabrication process
- Packaging requirements.
- Estimated project size (length and width).
- Simulation plans.
- Test and characterization plans.

Dean's Certification
When sending the proposal for this project, include a letter from the Dean on the school's letterhead certifying that the applicant does not have external funding for the research project related to the design and fabrication of the chip described in the MEP Research proposal submitted to MOSIS.
Convert the letter to PDF format and upload it through the MOSIS Support System.
Renew Vendor Document Access
Access to vendor documents is granted for no longer than a 12-month term. To renew the term, complete, sign, and send the Academic Account Document Access Application to MOSIS.
